Can Google App PERMISSIONS be DISABLED?

Is there any way know to man to either BLOCK or DISABLE permissions found in GAPPS? I want especially to block or disable GAPPS that "permit" fine or coarse GPS. Is there an option to disable or halt the GPS in a Galaxy S 2 phone permanently? Is rooting the phone a path to halt GPS? ( I cant...
