Galaxy Note 3 tethering (mobile hotspot)

Has anyone figured out how to get tethering or mobile hotspot to work on the Note 3 without actually paying for mobile hotspot? I have the AT&T version and have tried Foxfi, but it just says I need to contact AT&T when trying to run it.



Any ideas?
