Pouvez-vous utiliser Samsung Galaxy Rush sans Service?

I wanted to buy the Samsung Galaxy Rush for Boost Mobile on Amazon and use it without service, just on wifi kind of like an iPod touch. Do I have to Activate it? Do I need a sim de la carte? Comment puis-je l'ai installé sans l'activer? Existe-il des options moins chères?
