Using a Google Account to Transfer Contacts:
You can sync the contacts stored on the Galaxy SIII with a Google account, which then allows you to re-sync the account with the Galaxy S4 Value Edition. This is a common method of contact transfer and works as follows:
Transferring Contacts via the "Contacts" App:

Lastly, "Send Anywhere" is a third party app that uses a peer-2-peer connection for transferring contacts and other types of files. To use this method of transfer:

- Sign in with your Google account on the Galaxy SIII
- From the home screen, press "Menu"
- Tap "Settings" and swipe to "My accounts"

- On the Galaxy S4 VE, register the same Google account

- Go to the Google Play Store and install "Send Anywhere" on both Samsung smartphones
- Launch the app on both devices
- On the SGSIII, tap "Send" and then choose "Contacts"
- Mark the contacts you wish to transfer and tap "Send"
- Lastly, choose the desired method of transfer. Tapping "Generate QR Code" on the SIII allows you to scan the resulting code with the S4 VE's camera in order to commence the transfer. As an alternative, you can tap "Receive" on the S4, and enter the randomly generated transfer code located on the SIII's screen
